A Message to Our DTP Families

We know that news of a government shutdown can create anxiety and uncertainty for families across Baltimore. As your community at the Dyslexia Tutoring Program, we want you to know that you’re not alone during this challenging time. While our tutoring services continue uninterrupted, we recognize that many of our families may be facing financial difficulties due to disrupted federal benefits or government worker paychecks.

The current shutdown affects different programs in various ways. Some federal benefits like Social Security and Maryland’s Temporary Assistance for Needy Families (TANF) are expected to continue operating normally. However, other crucial programs, including SNAP food benefits and federal employee paychecks, may face disruptions that could impact your family’s daily life.

We’ve compiled this comprehensive resource guide to help you navigate available assistance in the Baltimore area. These resources are here to support you through this temporary crisis, and we encourage you to reach out without hesitation.

Emergency Food Assistance & Benefits

Immediate Food Support

When your food budget is stretched thin, Baltimore’s network of food banks and pantries stands ready to help. The most important number to remember is 211, Maryland’s free, confidential helpline available 24 hours a day, 7 days a week. Simply dial 211 from any phone to connect with local food banks, pantries, and social services specific to your neighborhood.

For a more targeted approach, the Maryland Food Bank offers an excellent online tool called “Find Food Near Me” at mdfoodbank.org/find-food/. This resource allows you to search by zip code or address to locate the nearest food pantry or meal program in your community.

SNAP/WIC Benefits – Important Updates

Here’s what you need to know about food assistance programs during the shutdown: Maryland officials expect the Food Supplement Program (SNAP) benefits to continue for now, but a prolonged shutdown could cause disruptions as early as November 1st. If your family relies on SNAP or WIC benefits, it’s crucial to stay informed about official updates from the Maryland Department of Human Services.

To apply for new benefits or manage existing ones, visit MarylandBenefits.gov or contact your Local Department of Social Services directly. Having these applications in process now could prevent gaps in coverage if the shutdown extends.

Emergency Cash Assistance & Financial Support

For Federal Employees and Contractors

If you’re a federal employee or contractor experiencing income disruption, several programs can provide immediate relief:

Maryland Federal Shutdown Loan Program: During previous shutdowns, Maryland has launched a no-interest loan program, typically offering $700 to “excepted” (essential) federal employees who are working without pay. Check the Maryland Department of Labor website for current launch status and eligibility requirements, as this program may be activated if the shutdown continues.

Unemployment Insurance: Furloughed federal employees and contractors may qualify for unemployment benefits. Visit labor.maryland.gov for application information. Important note: these benefits must typically be repaid after you receive federal back pay, but they provide crucial cash flow during the shutdown period.

Emergency Cash for All Families

Emergency Assistance to Families with Children (EAFC): This program provides emergency cash assistance to families with children under 21 who are facing immediate crises such as eviction, utility shut-offs, or other verified emergencies. You can apply online at MarylandBenefits.gov or through your Local Department of Social Services.
Temporary Cash Assistance (TCA/TANF): Maryland’s cash assistance program for families with dependent children is expected to continue operating without interruption during the federal shutdown. Applications are processed through MarylandBenefits.gov.

For additional cash assistance options, dial 211 to connect with local non-profits and charities that may offer limited emergency financial support.

Utility & Housing Protection

Keeping the Lights On

Maryland has specific protections in place to help residents manage utility payments during government shutdowns. If you’re struggling to pay your utility bill, the key is to contact your provider immediately, before services are disrupted.

BGE customers: Call 1-800-685-0123 or visit bge.com/heretohelp for payment arrangements, due-date extensions, and financial assistance options.

Pepco customers: Contact 202-833-7500 for similar assistance programs.

Delmarva Power customers: Call 800-375-7117 to discuss payment options.

Special Shutdown Protections

Maryland state law may protect furloughed federal workers from having their electric or gas service cut off during and immediately after the shutdown. However, you must contact your utility provider directly to verify your status and establish a payment plan. Don’t wait for a shutoff notice, proactive communication with your utility company is essential.

Housing and Eviction Resources

Furloughed federal employees have some legal protections from eviction during the shutdown period. If you’re struggling with rent or mortgage payments, contact your landlord or lender immediately to explain your situation. Many are willing to work with federal employees during this temporary crisis.

For additional housing assistance, the Emergency Assistance to Families with Children (EAFC) program mentioned earlier can help with emergency rent or mortgage payments. You can also dial 211 to connect with local housing resources and legal aid organizations.

Making the Most of Available Resources

Document Your Situation

Keep records of your federal employment status, any communications with your agency about the shutdown, and documentation of lost income. These will be helpful when applying for assistance programs and may be required for certain benefits.

Act Quickly

Many assistance programs operate on a first-come, first-served basis or have limited funding. Don’t wait until your situation becomes desperate, reach out for help as soon as you anticipate needing support.

Know Your Rights

As a federal employee affected by the shutdown, you may have specific protections under Maryland law regarding utilities, housing, and other essential services. Don’t hesitate to advocate for yourself and ask service providers about shutdown-related accommodations.

Looking Ahead

While government shutdowns create real hardship, they are temporary situations. Maryland’s robust safety net and Baltimore’s strong community resources are designed to help families weather these storms. The key is knowing where to look for help and not being afraid to ask for it.

Remember that seeking assistance during a crisis doesn’t reflect poorly on you, it shows you’re being responsible and proactive about your family’s well-being. These programs exist precisely for situations like this, and using them is both appropriate and smart.
